The Broadcast Media Communication Commission said on Wednesday it conducted an emergency broadcast production and transmission drill at the Gwangju Citizen Media Center in Seo district of Jeonnam-Gwangju Integrated Special City as part of live training for the 2026 Ulchi exercise.
The drill was designed to review procedures for using the Gwangju Citizen Media Center as an alternative broadcast production hub in a scenario where broadcasting facilities are destroyed by an enemy attack.
A total of 8 agencies took part, including the commission, the Korea Foundation for Viewer Media, KBS, Jeonnam-Gwangju Integrated Special City, Gwangju West Police Station, Gwangju West Fire Station, the Army's 503rd Brigade and the Seo district office of the special city.
Staff from KBS's Gwangju Broadcasting Headquarters moved to the Gwangju Citizen Media Center and carried out the process as in a real situation, using the center's production facilities and equipment to produce and transmit an emergency broadcast featuring public action guidelines.
The local government and police, fire services and the military handled agency-specific duties such as protecting the emergency broadcast hub facility, controlling access and maintaining security.
Commission Chairman Jong-cheol Kim (김종철) said broadcasting must provide rapid and accurate information to protect lives and property even in national emergencies such as wartime. He said it is important to prepare thoroughly in advance so wartime broadcast production and transmission can continue without interruption.
The commission currently operates 12 Citizen Media Centers nationwide and supports media education and broadcast production facilities and equipment in normal times. In a national emergency, it uses them as alternative production facilities for broadcasters to support emergency broadcast production.
