The Broadcasting Media Communication Commission corrected the list of entities designated as "large-scale information and communications service providers" under the revised Information and Communications Network Act to 9 from 8.
At a briefing on enforcement of the revised act held at the Government Complex Gwacheon on July 8, the commission announced 8 designated platforms in and outside South Korea. The list was later corrected to 9 after it was confirmed that AXG, the operator of portal Daum, had been omitted.
The corrected final list comprises 5 domestic firms - Naver, Kakao, AXG, Nate and DC Inside - and 4 overseas firms - Google, Meta, X and TikTok.
A large-scale information and communications service provider is defined as a company with an average of at least 1,000,000 daily users over the prior three months, as of the end of the previous year.
Under the revised law, they must support fact-checking activities, including accepting and processing reports of illegal or false manipulated information, establishing voluntary operating policies, publishing transparency reports twice a year, and signing agreements with fact-checking organisations. When they receive a report, they must notify the reporter that it has been received and also notify both the reporter and the reported party of the outcome.
The commission notified the designated firms by official letter. Companies that disagree can submit an explanation within 1 week of the notification date. If no explanation is submitted, the designation takes effect 1 week later.
A commission official said companies that meet the criteria for large-scale information and communications service providers under the act may change through the explanation process.
