South Korea's Ministry of Science and ICT said it selected 7 best cases for the second round of proactive administration in 2026 and held an awards ceremony on June 22. It said the selected cases produced practical results through regulatory improvements felt in the field and collaboration-based problem solving.

The top case, titled "Easing the economic and legal burdens in securing data, a key element of artificial intelligence (AI) competitiveness," supported AI companies so they can use data smoothly when training AI on copyrighted works. It created a new "AI type" under which companies can use data produced with the national budget without separate permission from copyright holders. It also included data purchase costs in the scope of tax credits for research and development expenses.

Another top case, titled "MoaFab joins hands with three semiconductor companies to integrate public nanofabs dispersed nationwide and remake them into strategic national assets for semiconductor research and development (R&D)," built the MoaFab platform integrating 14 public nanofabs nationwide. It implemented real-time process monitoring and one-stop administrative services. It completed a public-private cooperative R&D system by signing business agreements with three private semiconductor companies, Samsung Electronics, SK hynix and DB.

Other excellent cases included operating a second line of defense for drug inspections of international mail to protect the public and strengthening capabilities for early drug detection and response by developing technology to improve the precision of detecting drugs hidden in mail.

Encouragement cases included selecting Sci-POP, a mobile science exhibit by the National Gwacheon Science Museum, expanding exports overseas to spread K-science culture, proactively preparing for high-power electromagnetic pulse threats in the private sector, and reserving and sending post office parcels via Naver.

Baek Kyung-hoon (배경훈), vice minister, said, "Proactive administration is the starting point of government innovation that creates changes people and companies can feel on the ground." He added, "We will continue to actively support the spread of proactive administration that improves people's lives and raises national competitiveness."
