The Broadcast Media Telecommunications Commission said on May 18 it will hold a forum on May 21 at the Korea Broadcasting Hall in Mok-dong, Seoul, on a proposed revision to the enforcement decree of the Information and Communications Network Act to systematically respond to false and manipulated information.
The forum was arranged to discuss the partial revision to the enforcement decree that was reported to the commission's plenary meeting on May 8 and to seek tasks for improvement to ensure the system's effectiveness.
The forum will begin with an explanation by Young-gyu Shin (신영규), director general of the Broadcasting and Telecommunications User Policy Bureau at the commission, on the legislative background and key points of the revised decree, followed by expert discussions and a question-and-answer session.
The discussion will be moderated by Oh-sang Kwon (권오상), head of the Digital Future Research Institute, with participation by Hyun-soo Kim (김현수), director at the Korea Information Society Development Institute, Chang-jun Park (박창준), a lawyer at Shin & Kim, Kang-hyeok Lee (이강혁), a lawyer at H&K Law Firm, and Yong-seok Hwang (황용석), a professor in the Department of Media and Communication at Konkuk University. Topics include criteria for large-scale information and communications service providers, the scope of posters and public figures, required information when reporting illegal or false information, and the targets and criteria for administrative fines.
The commission said it plans to comprehensively review the forum's contents and opinions submitted during the legislative and administrative notice period running from May 12 to May 27.
Commission Chairman Jong-cheol Kim (김종철) said, "It is time to find a new balance that guarantees freedom of expression online while responding to illegal, false and manipulated information." He added, "Through this forum, we will share the purpose of revising the enforcement decree sufficiently with stakeholders and actively gather opinions."
