South Korea's Ministry of Science and ICT on May 12 held a briefing at the Korea Science and Technology Center on a full lifecycle screening system for built-infrastructure research and development projects after the abolition of preliminary feasibility studies for R&D.
The ministry last month held a prior briefing for academic societies in the physics and bio fields. Following the revision and promulgation of the Enforcement Decree of the Framework Act on Science and Technology on May 11, it held the briefing for about 700 science and technology academic societies under the Korea Federation of Science and Technology Societies.
The ministry provided guidance on key details of a newly introduced tailored pre-check system for R&D following the abolition of R&D preliminary feasibility reviews. It also introduced a new model linking opinions from research sites to government project planning, along with detailed operating plans for the full lifecycle screening system for built-infrastructure R&D.
At the briefing, Park In-kyu (박인규), head of the Science and Technology Innovation Headquarters, said, "Going forward, we will introduce a screening system for large-scale research infrastructure and establish a system to build it based on field opinions, like advanced countries." He added, "We will boldly halt projects whose necessity has markedly declined or that have a high likelihood of failure through the screening system, so national finances can be投入 in urgent projects."
