Naver Cloud held a "Public AX Strategy Seminar" in Sejong on April 23 and shared results of its pan-government AI common foundation service project. The project supports central and local governments in jointly using various private-sector AI models, training data, service development tools and GPUs.

Sung Nak-ho (성낙호), Naver Cloud's technology chief, delivered a presentation titled "Adding New Intelligence to Administration, Naver Cloud's AI Journey." "Public-sector AI transformation is at a point where it must secure both 'speed' and 'trust' at the same time, and the ultimate goal should be to ensure both work efficiency and consistency through a pan-government AI common foundation platform," he said.

Sung also said Naver Cloud has not stopped investing in AI, including investment in data centres and cloud that require long-term planning, development of its own foundation model essential for sovereign AI and specialised models, and AI application agents that can solve various real tasks. "Naver's generative AI HyperCLOVA X has also continued to evolve and develop, and recently internalised a vision encoder with its own technology. It plans to launch a higher-performance model this year," he said.

Naver Cloud then stressed that it is a public AX partner that can supply an "administrative AI agent" that issues work instructions and produces outputs, rather than a simple chatbot. It showcased a demo of an AI agent that, when instructed in a single sentence, analyses the latest trends in the AI R&D field and creates a Hangul Document (hwpx) file.

Following Sung's presentation, AX transformation cases using the pan-government AI common foundation through Clova Studio were shared.

Naver Cloud director Ju-hwan Jung (정주환) said major domestic and foreign models have been newly added, including the HyperCLOVA X 32B inference model, expanding choices so each institution can apply the model it wants depending on its purpose and needs. "In addition to translation functions similar to the recently provided Naver Papago service, we plan to actively supply services that help public administration," he said.
