The Broadcast Media Telecommunications Commission said on April 24 it published the "2025 Online Damage Counseling Casebook". It selected 50 major cases from 4,181 consultations received last year by the Online Damage 365 Center.

Last year, many reports said personal data was stolen during job searches conducted through used goods trading apps and used to sign up users without permission on dating apps. There are concerns the stolen personal data could be misused for financial fraud such as romance scams, and users are advised to immediately withdraw from apps they were signed up for without consent.

The casebook consists of 8 categories: goods and services, telecommunications, content, rights infringement, cyber financial crime, illegal and harmful content, digital sex crimes, and cyber violence. It includes details from actual counseling cases, response guidelines, counseling outcomes, and relevant laws, regulations and precedents.

Kim Jong-chul (김종철), chair of the commission, said, "Online damage types are becoming more diverse and sophisticated." He added, "I hope the casebook will help people respond quickly when damage occurs."
