Naver Cloud will begin rolling out administrative services using generative AI with Busan Metropolitan City in earnest from this year. Using a range of AI services it holds, including building a Busan-tailored AI based on HyperCLOVA X and introducing the Naver Works collaboration tool, Busan will improve how it carries out administrative work.

To do so, the two sides have promoted the “Busan-style AI service introduction” project since April last year. From this year, Busan will begin introducing AI across all city departments. The goal is to proceed in stages with technology advancement and service expansion over the next 3 years and complete “Busan-style AI administrative services” as a standard model for public AI administration.

As a first step, Busan last year began building a city-tailored AI model based on Naver Cloud’s lightweight AI model, HyperCLOVA X DASH (HCX-DASH). It trained the model on nearly 160,000 pieces of administrative data, including administrative rules and cases and local information, to create an environment that enables swift administrative processing.

It then improved the model through upgrades to increase the accuracy and professionalism of question-and-answer functions. In early this year, it expanded operations of the service to about 6,000 people across all departments.

Busan is also using Naver Works, Naver Cloud’s AI work collaboration tool, to boost the effectiveness of its AI administrative services and create a messenger-based collaboration environment. Naver Cloud CEO Kim Yu-won said the administrative AI innovation with Busan was a representative public governance tech (Gov Tech) case that applied generative AI to actual administrative work and transformed working methods themselves. He said the company would actively support technology advancement and service expansion so public institutions can use AI in a safe and reliable way.
