Naver and the Korean National Police Agency signed a memorandum of understanding to prevent and eradicate telecom-based financial fraud.
The signing ceremony was held on Feb. 24 at a meeting room of the KNP’s Integrated Response Unit in Seoul. Attendees included Yoo Bong-seok (유봉석), Naver’s chief responsibility officer, and Shin Hyo-seop (신효섭), head of the KNP Integrated Response Unit for telecom-based financial fraud, along with officials from both sides.
Under the agreement, Naver and the KNP decided to jointly respond as phishing crimes such as voice phishing and investment “leading chat rooms” become more sophisticated and spread across various internet platforms.
Naver plans to support the KNP’s pre-emptive crime-prevention efforts by operating a “three-layer prevention network” that uses its in-house AI and security technologies to proactively curb attempted crimes on its platforms.
Naver will first cooperate on technology-based crime prevention by training spam-filtering AI on its platforms, including BAND, with the latest crime data such as deceptive phrases and keywords used to impersonate institutions and celebrities accumulated by the KNP during investigations. When suspicious posts are created on its platforms, Naver will display warning pop-ups based on internal standards or take pre-emptive steps to prevent the spread of 피해.
It will also implement fast-track sanctions that detect criminals’ access to its platforms and quickly restrict the use of accounts misused for crimes. If the KNP shares in real time with Naver a list of “fraud-used phone numbers” that telecom companies have urgently blocked through 112 reports and simple tip-offs, Naver will restrict the use of users who joined and are active with those numbers to prevent further 피해.
Naver and the KNP also agreed to jointly build an automatic detection system to fundamentally block the operation of malicious apps on devices. If the KNP provides information on the latest malicious apps used for schemes such as voice phishing that impersonates institutions, Naver will embed it across its services including the Naver app, Naver Pay and the Whale browser. When users run the app, a security module will safely detect whether a malicious app exists on the device, immediately issue a warning and prompt deletion.
Shin said the agreement with Naver would be a practical and symbolic turning point that significantly raises barriers to entry for crimes, as voice phishing and investment leading-chat-room scams spread via platforms. He stressed that the KNP will further solidify its public security partnership with private companies to protect the public’s valuable assets.
Yoo said Naver has worked on multiple fronts, including improving pattern-detection tools related to诱导 to external phishing sites, to provide a safe internet environment. He said Naver plans to build a faster and more advanced response system through cooperation with the KNP and to continuously strengthen its user protection capabilities.
