South Korea's Broadcasting Media Communications Commission and the Korea Association of ICT Promotion (KAIT) said on Monday they held a launch ceremony for the 2026 telecom service use and harm-prevention education instructor group and appointed 141 professional instructors.

The training, which starts in April and will be held nationwide, targets digitally vulnerable groups such as older people, people with disabilities and multicultural families. It consists of precautions for using telecom services, harm prevention, use of artificial intelligence (AI) services and harm prevention, and use of smart devices.

With cooperation from the Korea National Police Agency, the programme also includes updated training on preventing telecom-based financial fraud. It focuses on preventing secondary harm from recent personal data breaches, the highest-ever level of voice phishing threats, and harm linked to the adverse effects of AI services.

The teaching materials have been reconstructed with images such as diagrams and cartoons to improve readability and explain difficult telecom terms in an easy way. Posters containing harm-prevention and response methods will be distributed to facilities used by vulnerable groups, such as senior centers and welfare centers.

Park Dong-ju (박동주), head of the commission's secretariat, said intelligent voice phishing and the adverse effects of AI services in an era of digital transformation are tasks that must be overcome. He said the commission would do its best to protect digital sovereignty by ensuring information-disadvantaged groups are not left in blind spots through tailored, on-site training.
