Paul Atkins (폴 앳킨스), chairman of the U.S. Securities and Exchange Commission (SEC), said in a speech at the ETHDenver event that he plans to overhaul regulation related to crypto assets.

Atkins said the SEC will pursue 'Project Crypto' jointly with the U.S. Commodity Futures Trading Commission (CFTC). The project is focused on studying the legal framework for 'investment contracts'.

The SEC will push to create rules to support crypto fundraising. It also plans to further clarify, through no-action and relief orders, whether wallets and user interfaces are subject to registration under securities laws.

Atkins said the SEC will draw up rules so broker-dealers can take custody of non-security crypto assets, including stablecoins for payments. He also said it plans to modernise transfer agent rules to fit the role of blockchain recordkeeping.

The SEC plans to implement these measures in stages within a few weeks to a few months.
