Jobis & Villains, which operates the tax refund platform SamjjeomSam, said on Monday it has built Carter, an in-house platform to centrally manage AI agents that were scattered across the company and operated separately.

The company said Carter manages and monitors costs needed to develop and operate in-house AI agents and provides common security and personal data protection features.

It said Carter helps prevent duplicate development and secure a consistent AI operating environment by allowing immediate use of verified common libraries and infrastructure without building functions separately for each agent. Eight AI agents used across SamjjeomSam services and internal work, including SamjjeomSamQ and AI agents on the SamjjeomSam app, are operating under Carter management, the company said.

SamjjeomSam also cut AI operating costs through Carter. It said it kept high-performance models for assembling and generating answers, while separating auxiliary calls such as intent classification and safety judgment into lightweight models under a model tiering approach. It said about 50 percent of total calls were handled by lightweight models, lowering LLM call costs by about 45 percent.

It added that it applied prompt caching as a platform standard, storing recurring prompts for reuse, and cut call costs by about 43 percent in sections where the cache is reused.

Jobis & Villains Chief Technology Officer Byung-gyu Kang (강병규) said, "We integrated in-house AI agents and knowledge assets into Carter to raise AI operational efficiency and set a foundation for safe use." He added, "We will expand it into an environment where any member can safely build and operate AI agents by establishing a system that measures and manages answer quality, not just cost reduction."
