Mobility platform Whistle said on Tuesday it has teamed up with Donghae city in Gangwon province to provide an integrated service that alerts drivers in advance about parking enforcement. Donghae residents and visitors will receive notifications if they register their vehicle information in the Whistle app.

App push notifications and KakaoTalk alerts are sent when a vehicle is captured by fixed or mobile CCTV in Donghae enforcement zones. The company said the aim is to encourage drivers to move their cars immediately to secure traffic flow and pedestrian safety. Both existing users and new subscribers can use the service without a separate application.

Whistle is structured so that once users sign up, they can use the same service across all partner regions, including newly affiliated areas. Users do not need to set up or register again each time they move to another region. The same approach applies to out-of-town drivers visiting Donghae for tourism or leisure.

Donghae has tourist attractions including Mangsang Beach, Chuam Beach and Chotdae Rock, Mureung Valley, Mureung Byeolyucheonji, Dottaebi Gol Sky Valley and Mukho Port. Donghae said 18,956 vehicles entered the Donghae area during the 2026 New Year sunrise period, up 41 percent from a year earlier. Whistle said it expects parking convenience to improve during periods when many out-of-town drivers gather.

Whistle provides services needed for vehicle ownership and management in a single app. In addition to parking enforcement alerts, users can access the used-car selling service Pickdeal, a car price report, car washes and vehicle inspections.

Whistle Chief Executive Haejun Jung (정해준) said, "The integrated parking enforcement alert service quickly delivers enforcement information to drivers to encourage voluntary vehicle movement, and supports local governments in creating a safe traffic environment." He added, "We will focus on stable operations so that local residents and tourists visiting Donghae can conveniently use the service without separate sign-up procedures by region."
