EIP-8363, a plan to reduce Ethereum issuance, has been excluded from candidates for the next network upgrade, Hegota. Views were reflected that issues tied to issuance policy should be discussed through a separate governance process rather than handled as part of a network upgrade.

CoinPost, a blockchain media outlet, reported on Thursday that Jerome de Tychey (제롬 드 티셰이), Ethereum France representative, said on X on Wednesday he was withdrawing EIP-8363 from review for Hegota.

The decision followed a split over whether it was appropriate to handle an issuance policy change together with a standard fork in the process of selecting Hegota candidates. In the CFI process, the candidate-screening procedure, industry participants and core developers said major monetary policy issues such as ETH issuance should go through a separate governance process.

De Tychey agreed with those points and said future matters related to Ethereum issuance policy would be handled through a separate dedicated process.

EIP-8363 is a "tapered issuance burn" plan proposed on Aug. 4 by Justin Drake and others at the Ethereum Foundation. Its core is a structure that burns a larger amount of staking rewards as the amount of staked ETH increases.

Under the proposal, the burn rate is designed to reach 100 percent when staked ETH reaches 60.25 million ETH, about half of total supply. It also proposed phasing in the change over about 18 months rather than implementing it all at once.

EIP-8363 has sparked significant debate since it was proposed. More than 200 comments were posted on the developer discussion forum Ethereum Magicians, and de Tychey said it was among the proposals that generated the most discussion in the forum's history.

At the centre of the debate was the impact that a higher staking ratio could have on the Ethereum network and ETH's economic structure. De Tychey said concerns remain over how a rising staking ratio could affect network security and neutrality and ETH's role as money, separate from the proposal's withdrawal. He added he reorganised the issues into five categories, including security, validator composition and impacts on solo stakers.

Market participants also had mixed reactions. Joseph Chalom (조지프 차롬), CEO of ETH-holding company SharpLink, said in August he opposed EIP-8363, saying it could damage decentralised finance (DeFi). Aave founder Stani Kulechov (스타니 쿨레초프) also said at the time the proposal could be harmful to Ethereum.

After the withdrawal announcement, Kulechov quoted de Tychey's post and responded positively. He supported discussing issuance policy separately through a distinct process.

If EIP-8363 were implemented, changes to the staking economy were also expected. As of August, about 34 percent of total ETH supply was estimated to be staked, and if the proposal were implemented, annual staking yields were expected to fall to about 1.2 percent from about 2.6 percent.

With reduced staking rewards potentially having a direct impact on incentives for validator participation and the network's operating structure, that served as a backdrop to divided views for and against the proposal.

Separately, Ethereum developers are coordinating detailed specifications for Hegota, the next stage after Glamsterdam. Vitalik Buterin recently wrote in a blog that Hegota could be the last general-purpose fork that maintains the technical assumptions of 2015.

With the withdrawal of EIP-8363, Ethereum's network upgrade work and monetary policy discussions have taken shape toward being separated. It has become more likely that future matters affecting monetary policy, such as ETH issuance and staking rewards, will be discussed through separate procedures.

EIP-8363 itself has not been scrapped. The decision means it will not be included in Hegota, and discussion of issuance policy changes is expected to continue through a separate governance process.
