Russia to double internet censorship budget, targets 92 percent VPN blocking
Russia is seeking to roughly double funding for its automated internet filtering system in 2027 and is stepping up pressure on overseas internet access via VPNs. Planned spending includes 19.87 billion roubles for ASBI and about 60 billion roubles for 2027 to 2029, alongside an expected budget increase for communications watchdog Roskomnadzor. Authorities aim to raise VPN blocking efficiency to 92 percent by 2030 and expand processing capacity. Measures under discussion also include extra charges for heavy international traffic and tighter hosting rules for VPN and proxy operators.
