Parliament moves to tighten AI watermark rules, targeting distribution and tampering
South Korea\'s parliament is moving to strengthen rules on AI-generated content watermarks, with lawmakers proposing amendments to the AI Basic Act and the Information and Communications Network Act. The bills would specify how watermarks must be embedded and introduce penalties for tampering, including fines of up to 20 million won and administrative fines of up to 10 million won. The push reflects regulatory gaps in distribution and growing concerns over deepfake abuse.

ArbaLabs to build AI technology hub in South Korea
ArbaLabs, which develops AI black-box technology, said on Thursday it will use South Korea as a strategic base to accelerate global expansion after finishing second in the 2025 K-Startup Grand Challenge. The company said its ArbaEdge solution generates tamper-proof security logs that record which model produced each output, supporting verification of AI decision-making. ArbaLabs plans local hardware production and pilots with South Korean companies and institutions.

Queries surge on AI transparency and high-impact AI as Korea AI Framework Act takes effect
Companies have flooded authorities with questions about obligations to ensure AI transparency and the scope of high-impact AI under South Korea’s AI Framework Act, which took effect last month, the Ministry of Science and ICT said on Tuesday. The ministry operates an AI Framework Act support desk with the Korea AI and SW Industry Association to provide phone and online guidance. It plans to publish a Q&A casebook by March.
