AI policy needs shift from industry and infrastructure to individual users - KISDI report

South Korea needs user-centred policy design to secure competitiveness in generative AI, rather than focusing only on industry and public-sector adoption, a report said. A KISDI study of 2,000 members of the public and 34 experts found 62 percent use generative AI, led by ChatGPT, but trust remains low. Respondents prioritised stronger data protection and ethical rules. Experts said the 2025 AI Framework Act leans toward industrial promotion and lacks user protection and ethical safeguards.
