Cardano founder Charles Hoskinson (찰스 호스킨슨) said he will review the overall governance structure of more than 11,000 decentralised autonomous organisations (DAOs) to resolve internal conflict within Cardano.

On May 24, local time, blockchain media outlet BeInCrypto reported that Hoskinson is preparing an overhaul plan based on 10 years of governance research to reflect in the Cardano constitution and new technology.

The review comes as a governance dispute intensifies over a proposal involving IOG's treasury funds. The agenda item faces a growing chance of rejection ahead of a June 8 deadline, with about 87 percent of delegated representatives (DReps) currently opposing it. The proposal includes funding for Cardano's 2026 research roadmap, including quantum security and a scalable architecture.

Hoskinson said that if the agenda item is rejected, IOG will not resubmit the same proposal. He also warned that a rejection could lead to staff cuts and could harm Cardano's research-focused identity.

Hoskinson is also considering registering himself as a DRep. That would allow him to cast votes directly in Cardano's on-chain governance. He also mentioned the possibility of holding a small convention to gather stakeholder opinions before the 2027 governance cycle.

Hoskinson explained that he is studying execution functions, roadmaps and ways to set strategy based on more than 11,000 DAOs and a decade of literature inside and outside the industry. The goal is to propose ideas to add new functions to governance through the Cardano constitution.

Tensions have persisted within the Cardano community over the direction of governance. There were also differences of opinion previously over IOG's response to the Cardano Foundation, and Hoskinson argued at the time that structural changes were needed in how organisations are run.

Hoskinson said details of the overhaul plan will be disclosed later. It has not yet been decided whether it will take the form of a constitutional amendment or the introduction of new governance tools. He added that there is not much time, as an agreement must be reached before 2027.
