Capital market rules tighten as MyData programme expands
South Korean financial authorities are accelerating efforts to tighten capital market discipline, pledging tougher action against illegal practices aimed at avoiding delisting and pushing for timely exits of so-called zombie firms. Korea Exchange will introduce rules from July to delist penny stocks and raise standards for dealing with weak companies. Regulators also plan to curb duplicate listings and tighten reviews. Some decisions, including Hong Kong ELS fines and Samsung Securities approvals, remain delayed.

Samsung Securities’ plan to enter the short-term funding business through issuer commercial paper was thrown into uncertainty again after the proposal was not placed on the Financial Services Commission’s regular meeting agenda on April 15. Market expectations had been that the firm could become the country’s eighth licensed issuer once it cleared the meeting. The omission was seen as unusual given past licensing timelines and has revived debate over fairness and the review process.

Woori Bank to inject 3 trillion won in productive finance into Korean defence industry
Woori Bank said on Wednesday it signed an agreement with LIG Defense & Aerospace to support productive finance aimed at fostering South Korea\'s defence industry. Under the deal, Woori Bank plans to supply 3 trillion won in financing over the next five years and expand support to advanced strategic industries. Funding will cover facility investment, export finance, overseas project-linked finance and cooperation finance.
