New Hampshire has enacted the Blockchain Basics Law to strengthen protections for blockchain and cryptocurrency users in the U.S. state. Governor Kelly Ayotte signed HB639 last week, according to Decrypt. The law legally supports users’ rights to self-custody digital assets and sets clear protections for developers, miners, validators, entrepreneurs and related firms. It also allows the superior court to create a special case process for blockchain disputes.

New Hampshire\'s executive council voted 3-2 to reject a proposal to issue $100 million in bonds backed by bitcoin, Cointelegraph reported. The five-member council declined to accept the plan put forward by the New Hampshire Business Finance Authority at a hearing held on Wednesday. The authority had approved the investment plan in November 2025, and Governor Kelly Ayotte had supported it. Cleanspark was to provide bitcoin as collateral.

New Hampshire rejects bitcoin-backed bond proposal
New Hampshire has rejected a plan to issue $100 million of bitcoin-backed bonds, a proposal that would have created what backers described as the world’s first bitcoin-collateralised municipal bond. The state’s Executive Council voted 3-2 to block the plan after it cleared a Moody’s credit-rating process. Opponents cited cryptocurrency volatility and concerns that the state would legitimise such transactions. Supporters argued bitcoin is established and said the structure would not shift risk to taxpayers.
