EU exceeds first-year sustainable aviation fuel mandate target, new challenges emerge
The European Union’s sustainable aviation fuel (SAF) blending mandate exceeded its first-year target, helping expand the market. SAF supplied to EU airports in 2025 totalled about 1.1 million tonnes, or 2.8 percent of total aviation fuel, above the 2 percent requirement. Supply is concentrated in HEFA fuels made largely from used cooking oil and animal fats, while most feedstocks are imported. Investment in synthetic e-SAF remains stalled, with no projects reaching final investment decision.
