The Broadcast Media Communications Commission said on Aug. 27 it held the second meeting of the Public-Private Consultative Body for Protecting Users of AI Services at L Tower in Seoul, with participation from government, industry, academia and civic groups.

The meeting was arranged to review blind spots in existing systems as AI services spread and to seek ways to improve institutions to create a safe service environment.

At the meeting, Gyeonghun Kim (김경훈), Kakao’s AI safety leader, presented on the status of guardrail systems to respond to illegal and harmful information in AI services.

Kim introduced Kakao’s in-house, Korean-language-focused, open-source-based AI safety verification guardrail model, Canana Safeguard. He also shared directions for advancing voluntary safety measures by operators and for ecosystem cooperation.

In a panel discussion moderated by Seongyeop Lee (이성엽), a professor at Korea University’s Graduate School of Technology Management, participants discussed ways to promote voluntary measures by operators and public-private cooperation to respond to the risk of exposure to illegal and harmful information in AI services.

Lee said, "The technical trends discussed need to be reflected in a way that increases the effectiveness of the system in the process of establishing laws and institutions for operators to protect users."

Yeonggyu Shin (신영규), director general of the Broadcast and Communications User Policy Bureau at the commission, said, "AI technology that cannot be trusted ethically can cause social distrust and could hinder growth across the entire AI industry." He added, "Technical safety measures for technology promotion and user protection must be carried out together."

The commission has operated the Public-Private Consultative Body for Protecting Users in an Intelligent Information Society since 2021. In 2024, it expanded and reorganised it into the Public-Private Consultative Body for Protecting Users of AI Services in response to changes in the AI environment.

In May, it launched the second term of the consultative body, made up of 35 experts from government, industry, the legal community, academia and civic groups.
