The government will develop the Central Radio Management Office site in Seoul’s Songpa district into an “ICT security cluster” where radio wave and information security agencies and private facilities will gather.

The Ministry of Science and ICT and the Korea Asset Management Corp held a groundbreaking ceremony on Aug. 25 at the site in Songpa district for the first phase of the Songpa ICT security cluster project and began full-scale construction.

The Songpa ICT security cluster development project is a mixed-use development that will concentrate radio wave and information security-related agencies, private office facilities and commercial facilities on the Central Radio Management Office site spanning about 50,000 square metres. It will be carried out in three phases: phase one to build the Central Radio Management Office building and radio wave testing facilities, phase two to create public office facilities and public contribution facilities, and phase three to build general office, commercial and residential facilities.

The phase one project that broke ground will use 60.9 billion won from the National Property Management Fund. The Korea Asset Management Corp, commissioned to run the project, will build a new Central Radio Management Office building with a total floor area of 13,560 square metres, with 2 basement levels and 7 above-ground floors, and a radio wave testing facility called “Radio Playground”. Radio Playground is a facility that supports small and venture firms so they can freely verify products that use radio waves. Phase one aims to be completed in the first half of 2029.

Phases two and three will be 추진 after phase one is completed. Phase two will build public office facilities for radio wave and information security-related agencies, including the Korea Internet & Security Agency’s Internet Incident Response Center and the Korea Radio Promotion Association’s Institute for Radio, Broadcasting and Telecommunications Education. Phase three will create general office facilities, commercial facilities and residential facilities linked to the cluster.

Ryu Je-myeong (류제명), second vice minister of the Ministry of Science and ICT, said, “We will spare no administrative and financial support so that national ICT security capabilities can take a leap forward and become a new growth hub for the digital industry.”
