From October, completion inspections will be skipped in the process of establishing mobile communications base stations, reducing administrative burdens for telecom operators. Procedures for training, exports and usage history management of radio jamming devices will also be specified.

The Ministry of Science and ICT said on Monday it will prepare amendments to the relevant enforcement decree and enforcement rules ahead of the revised Radio Waves Act taking effect on Oct. 22, and will accept public comments through Aug. 31.

The amendments set detailed procedures following the introduction of a self-conformity confirmation system for mobile communications base stations. Under the system, an operator confirms for itself that it meets the requirements for establishing a base station and submits a self-conformity certificate, after which the ministry reviews it and issues a certificate.

For base stations established and operated through self-conformity confirmation, the ministry will conduct spot inspections for follow-up management. It also set standards for administrative measures for violations of the system.

Once the system takes effect, completion inspections that had to be obtained separately after establishing mobile communications base stations will be skipped. The ministry expects this to reduce administrative steps needed to build base stations and ease operators' burdens.

The ministry will also overhaul rules related to radio jamming devices. It set procedures for using radio jamming devices for education and training and for applying for an exemption from manufacturing approval for devices intended for export. It also set items that must be included in usage history records and procedures for the ministry to check usage history and management practices at adopting institutions.

The ministry sees this as a way to promote education, training and exports of radio jamming devices while strengthening the management system, and believes it can enhance defense and counter-terrorism capabilities and raise competitiveness in the defense industry.

The amendments to the enforcement decree and enforcement rules can be checked on the ministry's website. Opinions on the amendments can be submitted by email or mail through Aug. 31.
