Viva Republica, operator of Toss, has introduced a service that displays a warning screen when a minor tries to send money to an account suspected of illegal gambling. For users under 14, it also notifies a pre-approved legal guardian of the attempted transaction. The move aims to warn in advance about transfers of gambling funds by youths and help guardians respond.

Toss said on Monday it launched the "Woori-ai Jikimi" service to prevent illegal gambling-related financial transactions by underage members.

The service provides real-time warnings at the stage when members aged 7 to 18 attempt to remit money to accounts suspected of illegal gambling. Before a transfer is completed, it informs users of the risks of the account and the possibility of punishment for sending gambling funds.

Users can cancel the transfer or report the account from the warning screen. Toss has also set up a separate reporting channel in the Toss app and on its website, and reports received are reflected in risk-account information and its fraud detection system (FDS) after internal verification. It plans to use reported accounts for additional detection of risky transactions.

For members under 14, the service also provides a legal guardian notification function. When a user attempts to send money to an account confirmed as one that receives gambling funds, a notification is sent to the pre-approved legal guardian.

Only minimal information is provided to the legal guardian, including the attempted transaction, risk type, detection and time of occurrence. It operates based on the legal guardian relationship confirmed during the sign-up process and prior consent, without requiring a youth to directly designate a protected person or apply separately for the service.

Toss said a pre-verification conducted over two months in July and August identified about 400 accounts with a high risk of gambling through its internal classification system. It said an investigation of attempted transfers to those accounts confirmed that all accounts subject to verification were gambling-related.

Toss said it plans to use detection, reporting and service operation data to enhance its FDS and share related results with supervisory authorities for use in responding to illegal youth gambling and discussions on institutional improvements.

A Toss official said, "We will enhance youth protection so technology can detect risks first and families can respond together."
