Up to 6 percent of revenue in fines for illegal spam senders and firms
South Korea is pushing a plan to impose fines of up to 6 percent of related revenue on those who send illegal spam or neglect prevention duties, depending on the severity of violations. The Broadcasting and Media Communications Commission reviewed draft revisions and a new notice setting penalty standards. It would classify violations into three tiers and allow fixed fines when revenue is unavailable. The plan also details service providers’ obligations and introduces sender qualification certification for mass texting firms.

Voice spam doubles in 2025 H2 after mobile handset subsidy law repeal
The Korea Communications Commission and the Korea Internet & Security Agency on May 14 released data on spam distribution in the second half of 2025. A survey of 3,000 mobile phone and email users aged 12 to 69 found average monthly spam received per person rose to 10.35 messages, up 30.8 percent from the first half. Voice spam doubled, while text spam and related reports and detections fell sharply.

South Korea tightens illegal spam blocking with system revamp and AI push
South Korea is stepping up efforts to prevent damage from illegal spam by expanding pre-emptive blocking of invalid numbers and strengthening sender verification, aiming to stop spam at the sending stage. The Ministry of Science and ICT and the Korea Communications Commission held a joint public-private meeting in Seoul on April 14 with related agencies and industry participants. Measures include improvements to block overseas spam, tighter identity checks for bulk senders and an AI-based joint response platform.
