The Broadcast Media Communications Committee and the Digital Future Research Institute said on Sept. 29 they will hold a policy forum in Seoul titled "Policy Forum on Institutional Improvement Measures to Create a Cooperative Ecosystem in the Broadcasting Market."

The forum was arranged to discuss improvements to the dispute mediation system to provide relief for damage suffered by users of broadcasting services and legislative tasks to strengthen fairness in outsourced production transactions.

In the first session, attorney Tae-ju Kim (김태주) of Bae, Kim & Lee will present on "efficient improvement measures for the dispute mediation system to strengthen user rights." The presentation will cover steps such as expanding the scope of broadcast dispute mediation to strengthen practical relief for users.

In the second session, researcher Chan-gu Lee (이찬구) of the Digital Future Research Institute will present on "measures to improve laws and systems to create an environment for fair trade in outsourced production."

Lee suggested there is a need to establish explicit provisions in the Broadcasting Act specifying prohibited conduct to regulate unfair practices that can occur in transactions between broadcasters and outsourced production companies.

Each session will also feature a discussion chaired by Jin-gi Kim (김진기), a professor at Korea Aerospace University, with participants from academia, the legal community, and the consumer and outsourced production industries.

Dong-ju Park (박동주), secretary general of the committee, said the forum was arranged to strengthen the rights of broadcasting users in ways the public can feel and to create an environment for fair trade in outsourced production. He said various opinions and proposals raised will be reflected in policy making.
