PIPC fines TikTok and Apple over collection and use of personal data without legal basis
South Korea’s Personal Information Protection Commission said it decided to impose total penalties of 10.56 billion won on TikTok and two Apple affiliates for violating the Personal Information Protection Act and the former Information and Communications Network Act. It said both businesses collected, used and transferred personal data overseas without a legal basis. The commission ordered corrective measures and public disclosure, and said it will keep monitoring overseas businesses’ data practices.

Wiseapp says January short-form use hits record, TikTok Lite grows fastest
Wiseapp-Retail said monthly active users and time spent on major short-form apps in South Korea rose to record levels in January. A survey of Korean smartphone users found steady growth over the past three years for Instagram, TikTok and TikTok Lite. January MAU hit 27.97 million for Instagram, 9.43 million for TikTok and 7.07 million for TikTok Lite. TikTok Lite also led year-on-year growth in users and minutes used.

YouTube most-used app in South Korea in 2025, ChatGPT tops new installs
YouTube was South Koreans\' most used mobile app in 2025, with 48.13 million monthly active users in December, a report showed. KakaoTalk ranked second, followed by Naver, Google and Google Chrome. By sector, YouTube led entertainment and KakaoTalk topped social networking. ChatGPT posted the most notable growth, with users up 341 percent from January to December, and led new installs at 16.57 million. Temu, AliExpress and TikTok Lite also gained ground.
